Is there a master list of Gettysburg Campaign monuments anywhere? Surely the NPS maintains such a list if for no other reason than to keep track of all the monuments in its care, but if they do, it doesn’t appear available to the general public.
What follows below is MY list of monuments on the Gettysburg battlefield and the surrounding area, organized by road/location. My best friend and I built this list together, working off another list we found on the internet on a site no longer extant, a lot of web searching, and the three pictured resources. You can usually find these resources for sale in the NPS bookstore (located inside the Visitor Center; you do NOT have to pay to visit the bookstore) or places like Amazon.*

(1) The starting point for any monument hunter should be The location of the monuments, markers and tablets on the battlefield of Gettysburg. The most current version can be purchased here.
You can also download the 1932 and 1921 versions of this book for free! The 1932 versions is available through the NPS, while the 1921 version is free through the Library of Congress.
(2) For actually venturing out on the battlefield in search of monuments, you’ll probably want to carry a copy of the Gettysburg Battlefield America Map produced by Trailhead Graphics.
(3) Finally, Tom Huntington’s, “Guide to Gettysburg Battlefield Monuments” is a great resource to use for cross-checking. It has GPS coordinates which can be helpful if you prefer to hunt that way.
A fourth resource you may wish to pick up but which isn’t pictured is Edmund J. Raus’s book about the Army of the Potomac, “A Generation on the March.” Most of the memorials in the park are dedicated to units which fought in the Army of the Potomac, and this book has an excellent set of maps which show the location of those monuments.
